I saw this sign in a rest area while traveling down I-70 for a "Pet Comfort Area," and it made me laugh. It's just a sign stuck in the grass alongside the parking lot - no special fencing or other accommodations. I've seen signs in other rest areas pointing peg owners to the "proper" patch of grass they can use for their pets (squatting dogs, a pile of poop with a diagonal line through it), but never one quite this verbose. It almost begs to be put on a Hallmark card.
